I don't get why the private section and the infractions can't be added back?

Untouch, don't worry, they should be back later today.
General vBulletin settings and tightning down vBulletin security just had a higher priority on my list.

There is a settings button on the default style which I use.

Also noticed that there is a "Settings" button on this theme (Clean Black, a while ago it still was the default theme) too but there's no text on it, just a small square (few pixels) with the link.
