CPU : i3 or i5 ivy bridge
Motherboard: with Z77 chip and support for ivy bridge cpu's
Graphic card: a HD7850 is very cheap for the performance and can handle every game but if you play BF3 or crysis on ultra details you need at least a HD7950/GTX 670
PSU: 530w from a good known brand

400 - 500 dollars

The same setup can be equipped in a laptop, the HD7850 also has a mobility version. But eventually it'll cost you more than a desktop.
The HD 7850M has a core clock of 675 MHz, which is slightly lower than 860 MHz on a non-mobility card. Memory bus is also 128 bit.

Perfect computer for games

computer 2 would run games, the cpu on computer 1 wouldnt handle much. The motherboard for computer 2 will likely have better built in graphics than you will get out of a 65 vid card to.
