Lets start off by saying i Did not make this tutorial.

Maybe not as many people will look at this tut as the pen one i found but i saw it and thought of...that one guy...hfh..ownage?...Anyway it was hfh something and i noticed he liked the 3d look..I realize he has gimp but oh well now heres thte tut

I dont know. I havent used gimp before. It all really depends on if it has the commands required for this tut which i done think it does.

Umm im having some problems, whit the background, i cant get it work doesnt explain exactly how to do it... And if it helps i use Adobe Photoshop 7.0

"run a gaussian blur at 12+12" I dontg get it, cant find anything like that on photoshop, "pick filter at it at max filter settings" I think its pretty badly explained.

Filter -> Blur -> Gaussian blur -> top setting12, lower 12 too... Quite easy

Pick filter at it max setting... Well, just max the setting, pretty easy.
